| What is e-Government? e-Government is the use of a range of ICT such as Wide Area Networks, Internet and mobile computing by government agencies to transform government operations. The ultimate goal of e-Government is to make the Government more result oriented, efficient and citizen centred e-Government facilitates information sharing and service delivery to citizens and business e-Government has three phases: Publish, Interact and Transact. To a large extent the intended users are: Government to Government (G2G), Government to Business (G2B) and Government to Citizens (G2C) The most natural starting point for most e-Government initiatives is G2G. Successful implementation of e-Government and e-Commerce applications in any country requires strong legal framework. USAID/Washington through the dot-ORG Program that is implemented by AID supported the development of Kenya's e-Transactions Bill. The project was implemented by Afrika ICT Strategies in partnership with the Directorate of e-Government in the Office of the President. The model e-Transactions Bill was developed by a Technical Team comprised of high level Government of Kenya officials with legal and ICT backgrounds, that was complemented by a team of local and international consultants with business, legal and ICT backgrounds. In developing the model laws, Afrika ICT Strategies conducted desk study research on digital laws for 16 countries i.e. Namibia, Botswana, Zambia, South Africa, United Arab Emirates, Egypt,Pakistan, India, U.S., Finland, New Zealand, Australia, Singapore, Malaysia, Mauritius and Queensland.
